lol @ briosky.... are you using Uniform Server to host your site?

Use the ones that are from the same version as the PHP that came with Uniform Server. 5.1.1 i think. You can find them in the php.net Download Archive...

Neither Uniform Server nor Apache has the right to chnage Windows Permission, it must be something else like your firewall or antivirus software.... It is trying to protect the folder, thats why it turns it into read-only so nothing will write to it... most likely a firewall. What do you use?

Edit the .htacess file. Comment out what is needed.

Are you running under Administrator... or Limited Account.

It should be root/root, but something might be blocking the server... There may be another program on top of that port. You should not even have to login unless you turned it on.
