AP_PORT not defined PHP_SELECT not defined... Ah hang on, RUN AS ADMINISTRATOR! So then it works.. unless I try to run httpd_z.exe from the command line. Then all hell breaks loose again as nothing is defined. Further, I cannot install httpd_z as a service - because for some obscure reason you prefer it to crash the moment i log off!
