To disable it, you have to go inside the Setup at Startup, if the option is available for your computer. Hmm.. in 3.2, it should only happen when the server has been stopped and someone is still trying to stop it after it has already been stopped. When you start the computer, some allow you to enter setup by pressing Del, if yours does, you may be able to change it in there. Check for it in all the settings, mostly PnP Setting...
