Unable to search for plugins within wordpress 4.8.1 in W/XP

I have a notebook with XP installed, tl-dr I intend to keeo XP installed on it. Is there anything I can do to fix the plugin search from whithin wordpress in XP? Everything else is working great.
I'm running:
UniServer Zero XI 11.8.2
UniController XI V1.3.1

 

The error log reports:
PHP Fatal error: Maximum execution time of 30 seconds exceeded

    Try and set the PHP execution time higher.

    Its in the php.ini file. 

    max_execution_time = 60

    That sets it for 60 seconds, but if it does not work with that, then there might be something else causing the issue.
