Designer option is disabled

I use the designer option in phpmyadmin to see the relationships between tables. I have checked the config.inc.php file and the code is correct. I can see the tables in phpmyadmin but on opening I get these errors.

"The phpMyAdmin configuration storage has been deactivated. To find out why click here."

and

"The phpMyAdmin configuration storage is not completely configured, some extended features have been deactivated. To find out why click here."

Clicking anywhere to browse data results in the attached file output.

Any ideas?

My system is Windows 8.1 Pro preview Build 9431 if that helps.

Now fixed.

Solution : I stopped the Mysql service (it was running mariadb).

Restarted Uniform Server Zero and system stopped complaining.
