VB Script Error attempting to Start

Attempting to install getting VB script error when attempt to "Start" Apache, MySQL or Both. Reproduced several times and Google locates similar problems but all with older versions of Uuniform Server. Extracted files to D:\Programming\Uniserver. Accepted default

PS. Soon as I hit a start I get the error in the Script D:\programms\uniform\tmp\od_hta_delay.vbs. That is a single line script requesting Account(0) which my quess is is absent.
