Heavily edited - summary of original problem

 

Apache server as a service wouldn't switch off and then wouldn't come on again.

 

Solution

 

Very systematically started as a service, uninstalled Apache from there, when all pink, closed.

Opened as a program, and worked well.

 

Advice

 

Take a break, write down the problem, and a systematic investigation might present itself. Works but when we are orderly.
