Launching php.exe is very slow

I've just installed Uniform Server 7.1.1-Orion and wanted to see the version of php:

 

php --version

 

That command took more than FOUR SECONDS to execute, on a Core i5 CPU. What's wrong with the PHP configuration? I have the exact same version of PHP downloaded from windows.php.com, and executing that php.exe --version is instant.
