New instal of 4.3 gives access denied 403

I have 3.5 running on my server with no problem.

I have installed 4.3 and get access denied locally and remotely.

I have checked the http conf and it has the same set up eg allow from all.

How do I sort this out please?

    Configure browser push notifications

    3. Adjust your preference.
