Either you have installed a separate MySQL server or perhaps the file LIBMYSQL.DLL has become corrupted.

Go to C:/Windows and C:/Windows/System32
Look for a file called LIBMYSQL.DLL and delete it if you find it there...
Try and start the server again...

I've also had this problem. By removing the file as Ric says above this post, there were no further problems for me (no more errors and mysql works fine).
